Slurred Speech in Wisconsin Investigation

Question: What is “slurred speech” in a Wisconsin OWI investigation? Is there a standard way to measure this?

Answer: There is no standard way to measure this. This is just one way the officers can use their own subjective opinions of the way you speak against you. It’s not always fair. The issues with this are that the police generally have a preconceived idea that anyone they pull over is drunk. So your nervous speech is “slurred,” your tired eyes are “glassy and bloodshot,” and your normal complexion is “flushed.” So, there’s no standard way to measure this, and we can get the police to admit that in court.
